Service Manager – Real Estate and Strategic Assets job with Sandwell Metropolitan Borough Council
There has never been such an exciting time to work for Sandwell Council. We have significant regeneration opportunities in the borough, including £67.4m of funds from the Towns Fund and the potential to bid for around £70m more from the Leveling Up Fund, an extension to the Underground creating growth opportunities and the forthcoming Commonwealth Games bringing a host of cultural and economic benefits.
A regeneration strategy and pipeline is drafted that sets out several million pounds of regeneration opportunities in the borough into a clear and practical plan that will ensure a focus on those opportunities that have the biggest impact on the economy and residents of Sandwell. Master plans are set to be adopted to set out the overall vision for West Bromwich town center and the Birmingham to Smethwick corridor building on the over £600m investment in the Midland Metropolitan University Hospital
Sandwell also has a significant property portfolio, spanning approximately £1bn of property assets comprising its operating estate, community assets and £77m investment portfolio.
We are looking to recruit an experienced Service Manager for Real Estate and Strategic Assets to lead a team of approximately 160 people and will have overall responsibility for this area. The post holder will be the primary advisor on all real estate assets and business matters to the Director, CEO, Cabinet and Board members, carrying out all relevant statutory responsibilities including accurate annual valuations, as well as the effective management of facilities and estate asset management, overseeing the delivery of a major capital program, overseeing asset disposals and providing real estate support to the extensive regeneration program.
The Service Manager will work collaboratively with council teams, partner organizations and other stakeholders. An understanding of local government decision-making and governance and experience working with elected members and councils are essential for this role.
The successful candidate will hold a professional qualification in a relevant discipline e.g. UK Institute of Facilities Management (BIFM) or Royal Institute of Chartered Surveyors (RICS) OR substantial senior level property and reclamation experience .
You will have significant proven experience including project management, people management, budget management, performance management and best value.
Given the size of our assets, we are looking for someone with experience leading and managing large real estate portfolios, both strategically and operationally. You will have experience in real estate transaction and negotiation, including commercial sale and rental of land and assets.
This role will suit someone who has experience in developing business services, with a strong track record in business development and achieving efficiency goals. This means that you will need to have knowledge and experience of public procurement and best practices.
